Minutes from Public Meeting of the
 South Carthay Neighborhood Association


On Wednesday, June 9, 2010, the SCNA held a public board meeting at 7:30 p.m. at Temple Beth Am, 1029 La Cienega Blvd., Los Angeles, CA.

Election - The votes were counted for the annual election of the Board of Directors and Officers and the current board was unanimously reelected.  Additionally, Davina Loscalzo was elected to fill the events chair.  The results are as follows:

Brad S. Kane – President
Judy Bowen – Vice President
Steve Friedland - Treasurer
Chris Mraz – Secretary
Larry Bogatz – Security and Safety Chair
Steve Friedland - Urban Affairs Chair
Judy Bowen, Governmental and Neighborhood Liaison

Brian Ellenberger - Membership Chair

CERT Funding - The Board and members discussed funding for CERT.  It was decided that $500 would be granted to CERT and an additional $500 will be granted each year at the annual public meeting in June subject to approval of the newly elected board. 

Garage Conversions – Mr. Christopher Koontz, Planning Deputy for Councilman Paul Koretz, attended the meeting to discuss the subject of garage conversions.  This is a project that has been worked on unsuccessfully for many years.  Many driveways in our neighborhood are very narrow and unable to accommodate today’s automobiles.  However, under current rules, residents cannot use their garages for anything other than parking a car, not even for storage.  Plans in the past in this regards have been difficult to get started at the city level because they addressed all residences in HPOZ’s, many of which don’t share our narrow driveway situation.  Mr. Koontz suggested that we try to work with the city for a more focused variance, maybe an overlay specifically for South Carthay.  He suggested that we first enlist the support of the neighborhood and then approach the city for help in moving forward. 

Sidewalk Repair – Mr. John Darnell, Field Deputy for Councilman Paul Koretz said that the City of LA no longer has any funding to replace problem sidewalks.  As an alternative they asked us to submit a list of bad sidewalks in our neighborhood which we have provided.  They will try as possible to mitigate the problems with small repairs.  They have in fact repaired a couple already.  Additionally, Brad will contact the Pico NC to see if they might have funds available for trimming trees along the sidewalks.

Newsletter Editor – The SCNA needs a new editor for their newsletter.  Anyone interested in the position should contact Brad Kane. 

KKAD 25 – The neighborhood needs a new coordinator for their Keep Kids Alive-Drive 25 campaign.  This is a pilot program that strives to reduce speeds along our neighborhood streets to protect our children.  The original plan called for an official traffic study that could measure speeds before and after a deployment of signs along our streets.  However, the traffic study cannot be funded by the city anymore.  As an alternative we will deploy the signs along designated streets and try to monitor speeds on a more informal basis.  Brad Kane will knock on doors and drop off flyers to seek permission from neighbors to deploy signs in their yards. 

Stop Signs – Mr. John Darnell said he would look into the lack of stop signs along Packard Blvd.  He did say that with severely limited funds, the City of LA did not have the funds to conduct DOT studies at the intersections, a process that is required before the installation of stop signs.  He did say that he would check into having the curbs painted red so that cars could not park up to the intersections obstructing the view of cross-traffic.
